Homeland Security
Further development of the Department of Homeland Security and its oversight of the Federal Emergency Management Agency (FEMA) are vital to the security of this nation. I will propose the following steps to greatly increase the effectiveness of the Department of Homeland Security:
Comprehensive Preparedness Standards - In life and death matters such as homeland security, updating standards should not be a sporadic process. We have security and probability experts determining the likelihood of where and what type of attack or disaster will happen next. New intelligence and the likelihood of an attack or disaster should be incorporated into these standards constantly.
Homeland Security Grant Standards - Homeland Security must develop and operate under a comprehensive set of standards for grants. The money given to cities, states, and emergency services is often spent irresponsibly, with no system of accountability in place for misuse of funds. Homeland Security grants have been spent on everything from air-conditioned garbage trucks in New Jersey to protecting bingo proceeds in Kentucky. These are unconscionable misuses of already scarce funds. Specific standards regarding the use of grants from the Federal Government will curb misappropriations.
Performance Tests - To have uniform standards in place is one thing, but meeting the level of preparedness required to be ready in the wake of a terrorist attack or natural disaster is another. We need an increase in tests of those who will be looked to for organization, support, and protection in light of an attack or disaster. Performance levels should be met without exception. When a level is not met, appropriate action should be taken strictly and immediately. Lives depend on the people in these positions; unqualified and unfit candidates should be weeded out as early and as frequently as possible.
